I was under the impression that when two dead ball personal fouls were called on the same team on one play that the other team had the choice of declining one and accepting the other.  I just watched a game of Texas High School Football tonight where there were two dead ball personal fouls against one team and the other team received a 30 yard advance (from two 15 yard penalties on the same play).

No, the two dead ball Personal Fouls would be assessed separately (for 30 yards).  

A Double Foul is Live Ball fouls committed by each team that would Offset.

A Multiple Foul is two or more Live Ball fouls committed during the same down by the same team which would allow the offending team a choice of the penalties.
