Question
a receiver in the ND/Navy game this year came down with a ball that was called complete.  His one foot that did come down looked to come down half out of bounds.  The apparent reason for this was that the toes landed in bounds first.

Is this a catch?

I received some emails on the play but did not see it.  The Officials must have seen it as a catch with one foot down (even though it may have dragged over the line).  It sounds like a catch as long as he was not bobbling the ball.
