Question
A team is backed up against their own goal line.  It is fourth and long...attempting to punt, snap is muffed, ball is on ground, punter ( a la "Garo Yu" ) attempts to kick ball out of end zone but ball is blocked and goes over and through goal posts.  Does this constitute a "dropped kick" field goal by DEFENSE team?

No, the defense never gained possession first.  It is a penalty for illegal kick against the punter or a safety, in which case the ball is punted or kicked to the blocking team, from the 20 yard line.
