what are the legal requirements if you are organising a football tournament

Luke, hello!

I do not understand your question but the city, county government must approve the sites, times and the tournament must meet the code quidelines of those cities.  The NCAA would have to approve the tournament as to time, date, minimum age, college enrollments, revenue splits, advertisement cost, transportation, lodging, equipment and supplies costs, etc.

Each school has their own Commercial General Liability policy, as would the NCAA and the local governments.

It would be a joy to see one completed successfully but a great deal of effort.
