How long are the laces on a football? How much material is required to get 8 equally spaced laces?

Ed, hello!

One set of either 8 or 12 evenly spaced laces.  The length of the lace shall be confined to within 3 3/4's inches from each end of the ball.  

The long circumference of the football is 27 3/4's to 28 1/2 inches.
The long axis is 10 7/8's to 11 7/16 inches.
The short circumference  is 20 3/4 to 21 1/2 inches.
The inflation pressure is 12 1/2 to 13 1/2 pounds.
The weight is 14 to 15 ounces.
