Question
if a athlete redshirts his freshman year and decides to switch schools can he redshirt at the new school and does he have to sit out a year and if its after a semester does that account for anything

Wow!  You will need to get an official opinion from NCAA.com .

They can advise but I would think you would have to sit out a year after your transfer.  So, if you Redshirt in 2008, and then transfer, it would seem you would be required to sit out for the 2009 year and not be eligible until 2010.  They will know that rule much better.
