AnswerDeirell, hello!
You need to do everything you stated but I've attached the website for you to review. NCAA has minimum grade eligibility so you need to have the college counselor give you the advice about the grades. The coaches and scouts will talk to you about their combines, tryouts, dates for enrollment, etc.
You need to talk to all current and former coaches, the local football officials, news, radio and TV sports people, and local YMCA and fitness center people. All of them have contacts.
Take care,
Thom Brooks
