Question
1. Why does it appear that the NCAA never started an investigation against USC /Reggie Bush money issues from a 3rd party for his family to live in Luxury while he played football.

2. If the NCAA isn't a fraud and suggest there not in it for the money. How do they spend millions of dollars to move to Indianapolis
and then continue to give the same city numerous sporting events and other parts of the US doesn't have a chance.
This is an Organization that needs to be disbanded, It has shown favortism over the last 50 years that I know of. Especially Miles Brand before his passing.

Answer
Don, hello!

1.  I have no idea other than investigations take several years to net in the King Pin that is behind them and that Politics, Money and Favors may be in the mix.

2.  I believe Organized Sports (like Organized Crime!) needs to be regulated but do agree with you that the NCAA has different standards.  I have been in favor of Division I college playoffs (the way Division I-AA has played the 16 teams into the final championship).  The college presidents have a hand in these "investigations" and determinations.  It is about the money.  My view is that the Bowls would increase profits if we went to a playoff system.  I remember the opposition to the AFL when they broke onto the scene, along with the screaming to have a "Super Bowl".  That's worked out pretty good for everyone.

I would not say the NCAA is a Fraud, but would say they have some rules that seem to not be in the best interest of the majority.  I am a big Bobby Bowden fan and resent them taking games away from his record, unless it is clearly proven he was involved in a scam.  I'm proud that Joe Paterno is leading, so I'm not being sour grapes.  I just smell an unfairness.  You may not agree with my attitudes, I do not know your political attitudes, but I am very aware of Acorn being allowed to take government money to fund getting millions of people registered in their party affiliation.  It's that same kind of unfairness that I sense the NCAA gets by with.  Congress is actually starting to look at the NCAA for possible violations.  But, then........my fear is that the Federals do not need to be getting too deeply involved in running all areas of a private citizen's rights.  How much money does the NCAA make?  How much do they pay out?  How much do they get from Federal, state and local governments?  It trickles down to even the land deals for stadiums, and grants for the schools.
It's way beyond my Pay Grade.

Wherever you go with the inquiry, keep me informed.  I may very well be an Ally in your question of the NCAA.
