College Football/4th down kick

Question
I had asked a question about whether there was a rule penalizing the kicking team if the kick went out of bounds.  The reason I ask is that a few weeks ago, at a game I was watching, the ball did go out of bounds near the 3 or 4 yd. line.  The announcer said that it would have been better if the kick had gone into the end zone because it would be put into play at the 20.  They placed the ball on the 40.  I had never seen this happen before, so I was just wondering if there was a new rule?

Sorry I need a little more information to try to explain what what happened or to give you an educated guess.  Just guessing, it sounds like it may have been a 4th down field goal attempt.

Was the kick a Field Goal attempt?  That may be the reason it went back to the 40 yard line [assuming the ball was snapped at the 40 yardline]  or there may have been a penalty by the kicking team that caused the ball to be rekicked or enforced from the previous spot [but under the new rules that is strange] during the kick you said the ball went out of bounds at the 3 or 4 yard line - are you certain?  If so then maybe there was a penalty on the play and the defensive team wanted the ball re-kicked.  Was there a re-kick or penalty on the play?  Please forward me additional information and I will try to help further, there is just not enough information from your play to understand what happened.

What type of kick play was it?
Where was the ball snapped  from (previous spot)?
Was there a penalty on the play? If so what foul?
Did it go out of bounds before the goal line?
Was it touched any where on the field by the Kicking team?
Were you watching this on TV and are you sure the 40 yard line was where the ball was next put into play or could there have been a play or two during a TV commercial?

I agree it is very strange
