Question
'B' intercepts in the end zone and decides to run the ball out. In his efforts to run the ball out, the ballcarrier steps on the sideline in the end zone and is downed in the endzone.Question: since he stepped on the sideline in the end zone, after change of possession, do we have a safety? Thank you

It could have been a Safety had he been running around, but generally it would be a touchback.  The official would observe if the "B" player was seeking to be a runner for an extended time.
