Mornin Thom,
What I'm about to tell you is enough to make your head spin. I'll admit, I haven't made the best choices in the last year BUT I did learn from them and I am ready to move on and continue my football.
In 2008 I graduated with a full ride to a D1 college.
In Aug of 08 I transferred to a D2 and received a 55% schlorship.
In Sept of 08 I received a red shirt for the season due to a knee
              injury.
From Oct of 08 to June of 09 I was not attending the College.
In June of 09 I did take summer classes at the College
In Sept of 09 I was not put on the Football Roster due to a
              upcoming knee surgery that would not enable me to
              play this season. I also did NOT receive any
              schlorship offers due to the injury.
 
              Because of the intense rehab associated with the
              injury after surgery, I did not complete the fall
              semister of schooling as well.

So now, I am conditioning full time for Spring 2010 and would like to consider transferring to another D2. Am I able to transfer with in my conference and still play in Fall of 2010? How about out of my conference? Even though I wasn't on the Roster for Fall of 08' would I still need to have a release signed in order to speak to other Colleges?

Matt, hello!

You certainly need to call the NCAA (their phone number is attached) to get an official opinion!  It sounds like you could be a 5th year, or even 6th redshirt Medical, but if you transfer to another team/college, you would most likely have to sit out for one year, unless you transfer down to a lower division school.  But, if they allow you to count this year as a Rehab AND a sit out year, then you may be allowed to play next fall.  If not, it would be 2011 season before you would be eligible.

Sorry for your injury.  Hope you fully recover and will be able to suit up again.  Hope you're better than ever before.
