How does one file a complaint?
After following the proper procedures, will a complaint be considered coming from a person who is merely a concerned alumni?

You didn't mention what type of complaint so I cannot give a specific answer.  


If the complaint is about the rules of football or officiataing, then you should forward the complaint to the NCAA (www.NCAA.org) with copies to the school, coach, player, official, etc that you have the grievance with.

If your complaint is having to do with financial support, violation of NCAA or team rules, then the local FBI or Police departments, or the IRS, can be advised, if you suspect criminal activity.  

If the complaint is a misunderstanding, then you certainly should start by talking directly to the person you believe is the culprit.
