Question
Can a field goal attempt be blocked by a defensive player under the goal posts and if tipped, can it be recovered for a touchdown?

Answer
Rich, hello!

The ball would be declared Dead, but would be a FG if it caroms through the Goal. If it is determined the ball went inside the Goal, it is 3 points.  The ball must also be on the INSIDE of the vertical posts.  If any part of the ball is on the vertical line, it would be ruled No Good.

It would not be Illegal Batting.  It would be a Touchback.  No Touchdown.  No Safety.
