Question
What is the record for combined personal fouls in an NCAA D-1 football game?

Answer
Kyle, hello!

I have attached some of the websites for you to explore.  It's odd but last night, I was watching the Georgia vs. Georgia Tech game and saw that Georgia had 31 fouls in one game they lost against the Yellow Jackets, maybe in 1951.  That is close to the record, but if you go through the sites, you will likely find a Division II or Division III school that had 47 penalties or so..........I've seen it somewhere!!
