College Football/Unsportsmanlike conduct penalty on the offense

QuestionIn a college football game on November 28th, a wide receiver was racing toward the end zone with the ball and a trailing blocker was flagged for unsportsmanlike conduct for taunting an opposing player (running next to him) who was in hopeless pursuit of the about-to-score receiver. Replays showed that the taunting by the trailing blocker occurred well before the receiver crossed the goal line. A 15-yard penalty was called on the team which just scored, but was assessed on the ensuing kickoff. Since the infraction occurred during the play, before the touchdown by the offense, why didn't it negate the touchdown?

It's called a Live Ball foul and since the play ended in the end zone with a score, the penalty was assessed on the kickoff (or the offended team could have chosen for it to be assessed on the next play which was the PAT).
Had it been another violation, like holding, clipping, chop block.......the penalty would have been marked off from the spot of the foul, and the TD would have been called back.
