College Football/football transfer rule

QuestionA friend of mine asked me to find out some information about her son. He plays football at an NAIA school in Virginia. He is a freshman and is being red-shirted. He only recieves a partial football scholarship and the out-of-state tuition is very expensive. her question is this " if her son transfers to an in-state NAIA school will he loose any eligibility since he red-shirted this season. Also, will he be eligible immediately os have to sit out a semester. " I think she wants a quick answer so that if he does transfer , he can do so this spring and be eligible for football next fall.
