Question who made up this play, and why is it legal? couldnt you send a fast player 30 yards down field, kick it to him away from the opposing receiver and after it its the ground recover it?

The ball is live when kicked. The clock starts when it it touched. If the ball traveled 30-40 yards and no one makes an attempt to take possession, it will be whistled dead and the ball would belong to the R team. The K team could have recovered. The rule doesn't work that way on punts.
Google the NCAA and review the rules to verify. I have no idea what year or rules committee approved the On Side kick but it gives an advantage for the K team to take possession immediately after a score. The percentage may only be around 20% but if a team could ever perfect that kind of kick, they could keep recovering those balls.
