Mr. Winnek,
Where can I find details concerning what is and isn't allowed concerning the punting and placekicking aspects of the NCAA and NFHS games? Also, what about Rugby-style kickers? How do the rules deal with them? Are they runners or are they kickers? Can they be rushed and tackled or not--if so when and how? Thanks for your answers.

Rule 6 in both the NCAA and NFHS Football Rules Books address the kicking game and Rule 9 addresses Roughing the kicker.  Rugby style kickers are provided protected from personal fouls.  Under NCAA Rules if the Rugby style kicker carries the ball outside the Tackle Box [the normal positioning of the Tackles] he loses his special kicker status protection and may be tackled.  However he still has protection from personal fouls (i.e. late hits, illegal hits on a defenseless player or hits to the head, etc.).  Under NFHS rules he is still provided protection during the act of kicking.  Player safety is always paramount under both rules.
