How do they choose the refs. for a NCAA football game.

They are selected by the NCAA, with recommendations from their region, conference and experiences.

The NCAA obviously looks at getting the best crew to work a game but also have to follow their guidelines of experience, quality results, making certain there would be no impropriety.
