How does one find the "home state" football refs are from and is there and active roster of ncca refs online?

First there are active rosters of NCAA football officials and they are by conference (i.e. Big 12, Big 10), association (i.e. CFO) and assigning websites; these are not accessible to the general public as the information is kept private for security and privacy reasons.  Secondly, football officials come from all states and each conference has its own policies how officials are assigned to games.  Some conference restrict officials based on geographic restraints, school/alumni restraints; etc. There is no database that that I am aware of that you can consult for the home state information of officials.  Most of those in the "know" coaches, athletic directors and officials know the officials working games and know where they reside.  I suspect by your question you have concerns about geographic bias.  I assure you this should not be a concern as the officials working NCAA football are of the highest caliber and integrity and there is no such bias by these dedicated professionals.  Further the conference supervisors' would not allow such conduct.
