Joey Jauch again. I'm starting to think your my "homie" now with our e-mail exchanges. I have something else stuck in my "craw" regarding the VT vs. Michigan game. Why was the Michigan kicker allowed to move forward with a quick stutter step motion right before the ball was snapped? He was an eligible receiver moving in a forward direction and not being set prior to the snap of the ball. he did it twice during the game. Should this not have been called illegal procedure? I don't know if you saw it but it was really weird. Right before the ball was snapped he would stutter step forward and then as the ball was snapped he would takeoff and kick it. Never seen this before unless it was on accident.
In the interview after the game he said he was doing it on purpose. Even the interviewer asked him about it.
What is the rule?

That was a very good observation, the kicker did take a stutter step but at the snap.  Because it was taken at the snap it is not a false start.  The term "illegal procedure" is Not a term under NCAA rules - we refer to that action/foul as a false start.

I did see the the kicker on 2 occasions take a stutter step and watched it, it appeared it was simultaneous with the snap, hence legal. There is no rule that prohibits the stutter kick, but mechanically it is not very good or sound fundamentally as it through the timing off. The QB is give some leeway in his movement when he is in shotgun formation (i.e. able to lift his leg and step to initiate the snap - many times the step is forward and that is not a foul as he is not gaining an advantage or momentum forward.  Likewise a similar philosophy applies to the kicker.
