Question
What are the different qualifications one has to meet to become a High School referee versus a College referee?

Answer
Great question Adam.  The answer is not as great.  The answer is, It depends and varys from state association to state association and from conference to conference.

[I assume you use the term "referee" to mean football officials as opposed to the "Referee position".  If not, e-mail me and I will offere a further explaination.]

Generally speaking, on paper the qualifications of a college official may look less that what a high school offical must meet (items 3-5 below).  However, a college offical's qualifications are based on experience, proven judgement on and off the field, sophistication of officiating, a thourough knowledge of the rules, the approved rulings and mechanics.  The thourough knowledge of the rules also requires the proper appication of the rules and the understanding of the philosophy behind the rules.  Generally, Most college conferences require tneir officials to (in addition to the above):
1. take and completre the CCA exam over the summer,
2. attend summer meetings,
3. a conference clinic
4. pass a written qualification exam written by the supervisor of officials
5. usually pass  medical or physical exam.

High School officials general are required to:
A) complete a summer study guide or open book test;
B) attend a certain number of meetings (5-12 meetings)
C)pay dues,
D) be a member in good standing of the association
E) comply with local association rules
F) Pass a certification or qualification exam on the federation rules and mechanics.
