Question
The penalty was aiding the runner and if I understand correctly , the game should have been over and gone to over time. Right?
What is yard mark off for aiding runner?

Question -
One (1) second on clock (time left in game).
Oppoent ball on your one (1) yard line.
Ball is snapped , fullback has ball , but is pushed over goal line by halfback.
Flag is thrown , ref states that penalty must be accepted or touch down will be awarded.

Can a game end on an offensive penalty?
Penalty was for five (5) yards and offense was given one (1) untimed play.
Is this correct?

I am an NCAA rules expert and answer those questions.  If you give me a couple days I'll look up the federation Rule 10 and confirm it with a learned Federation Rules expert.  I do know the Penalty Enforcement rules language of the Fed. Rule 10 is different from the NCAA Rule 10.

So as I understand:
1. the foul was aiding the runner?
2. The period ends with an offensive foul on a scoring play.

Helping the runner is a 5 yard foul (Rule 9-1). If penalty is declined then the score stands.  If the penalty is accepted per rule 10-5-4 the score is nullified and 1 untimed down is played after making off the 5 yard penalty per rule 3-3-3(a).  The referee was correct.
