Question
On 4th down and 10 from the 13 the receiver is held by the defensive back while in the endzone and is flagged.  The ref says the holding was before the ball was thrown.  Should the penalty include a 1st down or is it half the distance to the goal and replay 4th down?  Thanks in advance for the answer.

Holding of an eligible pass receiver on a legal forward pass play where the ball crosses the line of scrimmage will result in a 10 yard penalty or half the distance to the goal and Automatic 1st down.

If the pass is not thrown or it does not cross the LOS then it is a 10 yard penalty from the previous spot with no automatic  1st down / replay the down if accepted.
