Question
I saw two college games last week where the referee ruled the player stepped out.  When it went to review the play, it was explained that the play was not reviewable.  In both plays, the play would have been reversed if it was reviewed.  I'm looking for definition of the rule of what is reviewable in this case.

Sorry for the delay in my reply I am at the peak of my busy season on and off the field.  Rule 12 of the NCAA rule book defines Replay and what is reviewable  
Rule 12-3-1(c) provides that if a runner is rules out of bounds then it is not reviewable.
