What year did the rule change to allow overtime in college football instead of ties?

Thank you for your question. The NCAA football rule you ask about is rule 3-1-3. The answer you seek is 1996 for Div. 1-A and 1990 for other divisions.
The following is background information concerning the rule. It was first written by the rules committee circa 1990 and rewritten in 1991 to be used as an experimental rule if adopted by a conference - but no conferences used it. The tied game was eliminated in Division I-A under rules that went into effect with the 1996 regular season Division 1-AA, II, and III used the extra periods rule to eliminate ties as early as 1992. This tie-breaker system, already used in other divisions as, was installed for postseason play in 1995 and first was used at the Div. 1-A level in the 1995 Las Vegas Bowl, where Toledo edged Nevada 40-37 in overtime.
PS: There is something in the bak of my mind that stands out about 1988 and Rule 3-1-3. I will need to cross reference it with the 1987-1990 rule books which I do not have with me presently. It will take me several days to get to them. If you are satisfied with This answer I will not get the books, otherwise please allow me some time to get back to you.
