In a five man crew what are the mechanics of enforcing penalties for each crew membver.

Terry,
Thank you for your question.  It depends on which 5 man mechanics you use (i.e. National, California, San Diego, New York, etc.).

Generally:

Ref. Gives a preliminary signal, then talks to the Captains and gives them their choice.  As the Ump marches of the yardage the Ref gives the final signal and announces the penalty.

Ump. Goes to the previous spot and calls for a new ball.  He listens to the penalty & options and marches off the penalty from the proper spot (i.e. previous spot, end of the run or spot of the foul, succedding spot).

This is where the mechanics differ from region to region:

HL will march off the foul with the ump.

LJ will march off the yardage once the Ump has put the ball down.

BJ will cover the flag.

The flank officials whom is on the offending team's side will notify the head coach before marching off the penalty.  Sometimes the BJ will notify the coach to free up the flank to march off the yardage.
