Question
can you decline a delay of game penalty in the pros

Answer
While it is possible for you to decline a delay of game call, the only possible reason to do so is if the team who delayed the game is at the opposing team's one yard line, getting set to kick a field goal from one of the hash marks, thus giving the kicker a very difficult angle to kick the field goal.  Any other time, what coach wouldn't want the free 5 yards?
