My parents are both Colombian citizens in the US for 40 years.
1. can a lawyer renew their cedulas for them?
2. my mom's Colombian passport and cedula are in her maiden name and her US residency is in her married. will this be a problem to fix?

Unfortunately to renew a cedula you have to do it in person, however they can do it at any Colombian consulate. Where do you parents live?
