My son was born in Colombia and adopted by us (both American citizens).  He is interested in finding out about obtaining dual citizenship.  Can this be done?

Yes it can be done.
He needs to obtain an original copy of his Colombian birth certificate, notarized and obtained within the last 3 months. With that he can apply for his Colombian ID at any Colombian consulate.
