The picture is for women from the Atlantic Coast of Colombia. These women are called Palanqueras. They are called that because they come from San Basilio de Palenque. This town is about 45 miles from Cartagena and it was a refuge for escaped slaves in the times of the Colonization. These women to this day carry huge tin plates full of fresh fruit and coconut candies to sell on the beaches of Cartagena.
I am not sure if their dress has a specific name. I did search, but found no reference to them.
