I got married to a colombian in the US 8/30/2008 and six months later he moved back home to San Andres Island Colombia without getting a divorce from me. He recently married a woman in Colombia on 11/21/2009. Their marriage was by the church in Colombia and registered there. Is his marrage to me recognized in San Andres? And is this considered illegal in San Andres?

First of all I am sorry about this happening to you.
It is very illegal for him to marry in Colombia without divorcing you first. It is cosider bigamy. If you wanted to make trouble for him, you could easily do it.
