Question
My husband was born in Colombia but has been in the US since he was 10 he is a permanet resident and we recently purchases tickets to  go to Colombia without realizing that he could not get a passport without having his cedula... How do you get an exception?? We are going to loose the money for the tickets

My apologies for the delay in my answer, I was out of town and forgot to mention it on the site.
There might be a couple of things to try.
Does he have a contrasena already?
Does he have his old passport?
