My best friend is married to a Colombian citizen for the past 10 years.  He has now moved back to the states after learning of an affair she had.  He wants to get a divorce, but is unsure of how to go about it from the states.  Does he have to go back to Colombia to file papers?  How long will it take, and how expensive is this going to be?
