I saw a film that could be described this way, and I never got its title either.  A cheap film from, I'd guess, the late 80's.  A married man who owns or goes to a strip bar suddenly gets the ability to bring any woman to orgasm just by looking at her.  It's so persistent he and his very earthy buddy (who thinks a 19 year old can't be a virgin)  tries to get help to control it.  In a massive cut which I never saw explained, he is in a Roman centurion's costume trying to get a lift by the side of a road (the buddy fortunately absent).  He's kicked out of one car when the driver's girlfriend has too good a time and says so, then picked up by a girl who calls him Caligula after a couple of doses of his treatment.  I can't remember the ending, except that he reconciles with his wife, who had been angry when she thought she was being subjected, unasked, to a perversion.
