Peter:  I've done a search, but haven't yet come up with anything definitive based on this limited information (including a search of movie quotations).  This situation could be part of several comedy films.  I'm not sure I can provide a better answer without more information.  Maybe you can answer some or all of the following questions:

1.  Did you see this on tv or in the theatre?  If on tv, was it perhaps a made-for-tv movie or show? tv movie

2.  Is it a fairly recent film or an older one?  When did you see it?  Can you provide a rough estimate of when it might have been made? old film, approx 20yrs ago...

3.  Is it in black & white or color? colour

4.  Is it an American film, or could it have been made in another country? poss american,

5.  Is the car chase integral to the plot, or just something that happens in the plot? just something that happens.
6.  Are the guys in the car different in other ways beyond age (and maybe one of them deaf)?  Were they the same race?  The same general type or different (for example, in some chase films, there are groups made up of people from different countries).all where the same race i think, the old guy was hard of hearing;this made it so funny...

7. And finally, is there anything else that you recall? Other possible characters, or plot events, or dialogue? Or even costumes, setting, etc.? It needn't be big.i think the old guy was always saying, make a deal , make a deal, with something/one throughout the film. thanks again peter..

Let me know.

Answer
Peter:  Well, I've tried searching several data bases with the updated information you sent me, and I still don't have a definitive answer for you.  There were several films during the 1970s to 1990s that involved older men (who might be hard of hearing) and car chases.  Some were TV movies, others feature films that may have been shown on TV.  Some possibilities I looked at included "Freebie and the Bean" (1974), "Going in Style" (1979), "The In-Laws" (1979), "The End" (1978), and "Carpool" (1983).

If there were two different races involved, "See No Evil" (1989) could be a possibility.  Or, if the film revolved around a car chase, it could also be "Cannonball Run" (1980 or its sequel in 1984), or "Scavenger Hunt" (1979).  But you said it didn't, in both cases, so I assume these could be rejected.

Unfortunately, I can't really say if any of these are the film you are looking for, or if it is some other film from the same general time period.  I'm sorry, but without more plot information, I can't find it.

Expertise

I am a professor of communication at a midwest university, who has expertise on subjects related to film. I can answer general questions on U.S. film comedy (especially satires of the 1960s and 1970s) and comic theory. I also could answer questions related to specific comic genres, such as comedian comedies, screwball comedies, "stupid" comedies, and so forth. The more specific you can make your question, the better (e.g. main plot details, main characters, possible character names, possible actors, how you viewed the show, etc.). I also need to have a release date (or range of dates, or at least the year you viewed the film). Please do not just provide a set of links to someplace else (e.g. imdb discussion threads). I am less able to answer questions about comedies from other countries, made-for-TV movies, and recent comic films and actors (although I would do my best to find out). I cannot answer questions about specific TV shows or series, "Our Gang" episodes, anime/magna or about film collectables. I generally cannot provide movie recommendations, since what I find funny others may not. Nor will I answer obvious homework (although I will point you to resources to help answer the question, if asked). I also can't help you find movie stars, or where to buy movie memorabilia, or tell you how to break into the business.
