Question
what is the name of the movie not sure if from late 80's or 90's but it is a comedy where cant remember if one or two guys go to a charm school (etiquette)

Well, w/o any further info, I'll suggest a film called
"Marilyn Hotchkiss' Ballroom Dancing and Charm School".  It's a cute comedy.

If that is not the film you're thinking of, try to think if there is any more information you can provide me.

Any stars?  Where did the movie take place?  Was it a successful film that did well?

I know funny. My husband knows slapstick. between the two of us, we know most of the funny movies and who stars/directed them. we`re particularly fond of movie bloopers, and can recite verbatim from films like caddyshack, meatballs, animal house etc. huge bill murray fans, as well as robin williams and steve martin.
