Question What was the comic book about the little girl with a mouse (I think) friend, who could make herself as small as the mouse saying - Now I turn myself around three times, then I wish with all my might, magic words of poof poof piffle, make me just as small as - Sniffle? I need the names and correct incantation for a book.

You'll find them in Four Color Comics by Dell. The subtitle is "Mary Jane and Sniffles". Al Hubbard rendered the characters and Chase Craig was the writer of this series. They teamed Sniffles (an otherwise minor "star" in Merry Melodies and Loony Tunes cartoons) with Mary Jane, who could shrink herself to mouse size.
I don't know the actual incantation, however, since I've not read these myself.
