Question I have several copies of Silver Surfer #18 (Dec 1988) that has the contents of New Mutants #70 (Silver Surfer cover with New Mutants pages). Do you know if this kind of error has any value?

Unfortunately, printing errors are not as valuable as originals - with one exception. If the comic in question has two covers (one inside the other), then there is some slight value-add, as you're getting something extra and there is some marginal protection for the inside cover.
Otherwise, unfortunately, it doesn't have any value on its own. In fact, as you describe these comics, they would be considered an incomplete or "coverless" comic book.
