Question
I believe this was in the Harvey Comics I had as a kid. There were 1 or 2 page comics inside that featured to chubby little babies that talked to each other, but only baby talked when adults showed up. What was this called?

I'm not familiar with any characters like this in Harvey Comics.  However, it's possible you're thinking of a comic book that ran for quite a while at DC comics: Sugar & Spike.  Here's a couple links for more info and pictures:
