QUESTION: I saw this comic when I was younger and for years it kept me up..it was about a town that nailed all the windows shut because something stole the children at night...I almost think I remember that it came out of a manhole...would really like to find it...thanks for your time

Sorry the story doesn't ring a bell with me.  Do you remember what publisher's comics you were reading, if they were black & white or color magazines, standard comic size or magazine size, or anything else?  I might be able to point you in the right direction.

In that time frame, there are a few different comics it could have appeared in.  It could be one of the DC comics:

House of Mystery
House of Secrets
Strange Adventures
The Unexpected
Weird Mystery Tales
The Witching Hour

or one of the Marvel comics:

Chamber of Darkness
Creatures on the Loose
Dead of Night
Monsters on the Prowl
Tower of Shadows

or one of the Charlton comics:

Ghostly Haunts
Ghostly Tales
Ghost Manor
The Many Ghosts of Dr. Graves
Midnight Tales
Space Adventures
