Composting/Compost Heap and concrete

QuestionCan a compost heap be placed on concrete if drainage holes are drilled through the concrete? The concrete is very hard and about 6 inches deep (otherwise I'd try and take it up)
I know it's not ideal but it's the only suitable place I have. I am happy to buy activators/add soil if necessary. All information I can find says to place the compost heap on soil or grass but no one says why. Can you advise please?

How about this as an alternative for Drilling Holes into the Concrete. Place a Wooden Pallet(s) Over the Concrete and place the Compost pile on top of them.
You need Air and Water Circulation under the Compost Pile and this would serve your purpose. As time goes by the Pallets will decompose also, so you would just simply replace them with new ones. In my Humble Opinion I would NOT drill holes into the Concrete and try and make a Compost Pile. If Space is a concern you could also try a Compost Tumbler, they are Pricey, but in your limited Space concerns, A Viable Alternative.
Also Activators are a waste of Money, like you stated, a small amount of regular Garden Soil between layers of Composted Matter is all you need.
