Answer
Hi Clifton,

I am not sure of all that went on because your question seems to be a little bit hard to follow but I will try.

First have you contacted his probation officer to report all this? That is the first place I would start. He/She has a lot of power over this person.

Second the police are obligated to investigate any crime brought to their attention. If you are not satisfied with the response you got, you have the right and should ask to speak to the supervisor of the investigator assigned to your case. If you get no help there, ask to speak to their supervisor and so on until you get some help. If the department fails to help you, if its a city, you can always contact the Sheriff's office. if its a Sheriff's Office you can always contact the State Police.

If your feel this is an Internet fraud case you can even report it to the IC3 center. The Internet Crime Complaint Center (IC3) is a partnership between the Federal Bureau of Investigation (FBI), the National White Collar Crime Center (NW3C), and the Bureau of Justice Assistance (BJA).

IC3's mission is to serve as a vehicle to receive, develop, and refer criminal complaints regarding the rapidly expanding arena of cyber crime. The IC3 gives the victims of cyber crime a convenient and easy-to-use reporting mechanism that alerts authorities of suspected criminal or civil violations. For law enforcement and regulatory agencies at the federal, state, local and international level, IC3 provides a central referral mechanism for complaints involving Internet related crimes.

Thats a few way for you to proceed. I hope that helps and I hope you get your belongings back and this person is taken care of.

Be well and good luck.
