I am a police Commander that conducts Computer Crime Investigations at the Local, State and Federal level. I have investigated all most any kind of crime with which or which involved a computer and the internet, from murders, kidnappings, extortion, drug dealing and more. I have worked in both Facebook and MySPace, also in Peer to Peer investigations. In addition I can answer questions concerning child predators and how to make your children safer on-line.

Question What are the laws in the state of Maryland that address 1) spyware being placed on your laptop without consent; 2)getting access to read emails to accounts like yahoo, msn,FB and somehow company too; 3)using the information in emails to harass continuously
I do not know if there was a program that was put on my personal laptop but none of my emails for work or personal are private. Are there any rights to protection that I have? What type of complaint can be filed?

First I am sorry your having this trouble and this invasion of your privacy. I can only imagine how frustrating it has to be.
What you describe is against the law in any state. I researched the Maryland laws and found your computer crime laws under this:
ARTICLE 27. CRIMES AND PUNISHMENTS.
I. CRIMES AND PUNISHMENTS
CREDIT CARD OFFENSES
s 146. Unauthorized access to COMPUTERS prohibited.
I think your issue falls under this section of that law:
(9) "Access" means to instruct, communicate with, store data in, retrieve
data from, or otherwise make use of equipment including, but not limited to, COMPUTERS and other data processing equipment or resources connected therewith.
(b) Other applicable Code provisions. -- This section does not preclude the applicability of any other provision of their Code.
(c) Illegal access. -- (1) A person may not intentionally, willfully, and without authorization access, attempt to access, or cause access to a COMPUTER, COMPUTER network, COMPUTER software, COMPUTER control language, COMPUTER system, COMPUTER services, COMPUTER data base, or any part of these systems or services.
whereas your e-mail account is on a network which is covered under this law. Anyone accessing it without permission is breaking this section.
You need to contact your local police department ASAP and report this as a computer/ Internet crime. If they are unable to help check with your state police. The Maryland State Police Computer Crimes Unit is very good and can help you if your local police can not: http://ccu.mdsp.org/home.htm
