I bought webboot spy sweeper, and the program found ultraview plus.I quarantined as suggested, if quarantined will my hacker still have access to view my files if I can't delete this program?

As for as I know Ultraview (which is called something else now) is a reputable program that has to be installed on a computer. In other words from disk or maybe jump drive. It can't be installed over the internet.

I don't know about spysweeper but most all programs I've used where you could quarantine a program, you were not able to access the program in quarantine.

On the other hand I believe you can remove it.
