Question
My mouse jumps to the top of the screen sometimes and you can move it but it some times just jumps back up to the top? I have ried changing the settings and uninstalling and reinstalling the mouse system and it still does it any advice would help.

Jumping mice are usually caused by bad connections in the wire leading to the computer, or in the mouse sensors.  My suggestion is to borrow  another mouse and see if the problem still occurs.  If it doesn't jump, problem solved-simply purchase a new mouse.  If it still jumps with a different mouse, let me know.
