Computer Security & Viruses/Internet Applications Not Opening

Question
QUESTION: (Sorry this is a new question, but the website told me I had too many follow-ups to ask for another one.)

Turning AVG off had no effect on my Internet browsers not opening. Is there any hope to salvage my computer, or am I just better off reformatting it?

ANSWER: Hi Cecillia

I apologize for not answering you sooner.  I have been trying to locate a fix so that you won't have to go through a reinstall.  One last option:
Please download ComboFix from this link:
http://download.bleepingcomputer.com/sUBs/ComboFix.exe
Save it to your desktop.
Double-click on the ComboFix icon found on your desktop. Please note, that once you start ComboFix you should not click anywhere on the ComboFix window as it can cause the program to stall.  You should now press the number 1 key and then press the enter key to continue.  ComboFix will now start scanning your computer for known infections. This procedure can take some time, so please be patient.  If you see your Windows desktop disappear, do not worry. This is normal and ComboFix will restore your desktop before it is finished. Eventually you will see a new screen that states the program is almost finished and telling you the programs log file, or report, will be located at C:\ComboFix.txt.  It will then display the log file automatically for you.  I will need you to copy and paste that log in a follow up here, along with a new HJT log.

ANSWER: Hi Cecillia

Did you install a program called WebWatcherKids?  If you remove the program, does the internet go back to normal?  This is a parental control program that will lock access to certain functions of the computer, including the internet.  I have a feeling this is where the trouble comes from.  Let me know.

QUESTION: I did not install the program, and cannot find the program on my Add/Remove Programs list, either. What should I do now?

Answer
Hello Cecillia

The program is located on your PC here:
C:\WINDOWS\system32\config\atww\
I do not recommend deleting it as it may affect the operation of other programs.  Contact WebWatcherKids from this link:
http://www.webwatcherkids.com/contact.php
Ask them how to uninstall their program.  Good luck.
