Yes it can, but alot depends on it. Is there any tracking software installed on it?
It also depends on the IP source. Some IP providers have variable IP's. (they change)
You can call your provider and ask if they can be of any help. You can call your local law enforcement and ask them. You should file a theft report anyway.
Your chances of locating the puter will improve dramatically if you have installed some tracking software as a means of prevention before its stolen.
