Question
I do not know how to close a window or a browser window and I see things like this sometimes asking me to close
all windows on my computer before downloading something?.
Also, we have something which which comes on our computer supposedly from windows wanting us to run a scan from 2009. I just checked and this is a malware program.  We have Charter for our internet service and they have a free virus and spyware scan we ran this morning.  How can I stop these pop ups we are getting? Thank you.

I'm not sure what you are asking in your first question, but to close a window, you simply click the X in the top right corner of the screen.  When installing programs, it is wise to close all open windows and browsers such as Internet Explorer so that the program doesn't conflict with the installation.  
In all likelihood, you have a rogue antispyware program installed on your computer.  Your program, Charter High-Speed Security Suite, will not help to remove it.  Removal is necessary because they use deceptive tactics to scare up sales from users and have been known to install spyware/adware themselves.  Your system will slow down and in most cases, compromised to the point of not being usable.  I will need to know exactly what is running in order for me to give you specific removal steps to follow.  Please download HijackThis! to your desktop from here:
http://www.trendsecure.com/portal/en-US/_download/HJTInstall.exe
Double-click on the file you just downloaded.
Click on the "Install" button.
Upon install, HijackThis should open for you.
Should it not open, go to C:\Program Files\Trend Micro\HijackThis and double click on HijackThis.exe
Choose 'Do a system scan and save a log file'.
Copy the text file which opens in Notepad and paste it in a follow-up  here.  I will analyze the log and recommend a course of action.
