HI Brian, I couldn't post a followup question. I had already uninstalled and reinstalled the Cogeco security package twice before I asked for your help. Once the method you suggested and once with a removal tool that Cogeco sent me to use to make sure that all files were removed before I reinstalled. When I reinstalled and it didn't solve the problem Cogeco's only suggestion was I take the computer in to be looked at.

Well, if having it looked at won't cost anything, I guess that would be the way to go. I would first try updating IE to the latest version 8 from here:
http://www.microsoft.com/windows/internet-explorer/default.aspx
Also, try using another browser to see if the problem is consistent across multiple platforms. Try Firefox from here:
http://www.mozilla.com/en-US/firefox/personal.html
Or Opera:
http://www.opera.com/
